Change one breeding variable at a time
When a healthy pair will not spawn, random escalation is the fastest way to lose useful information. Pick the most plausible missing requirement and change only that variable within a safe species-appropriate range. That might be a suitable spawning surface, a better sex ratio, more visual cover, a seasonal cue or simply more time after maturation. Keep the rest of the system stable long enough to judge the response.
Repeatedly chasing fish, moving them between tanks, making large chemistry changes or heavily increasing food can suppress the behaviour you are trying to encourage. A breeding tank still has to be a good living environment when no spawn occurs. If the setup only works when adults are kept at the edge of their tolerance, the method needs redesign.
Record dates, observed courtship, aggression, body condition, temperature, major water parameters and any change you intentionally made. A pattern of courtship without eggs suggests a different problem from no courtship at all; eggs that appear but are infertile are different again.
